You can read and set Term Serv properties by running your code on a Win2K3 system.

You can't read (or create) Terminal Services properties using CSVDE or any LDAP based tool.  

One option is to use the TScmd free tool:

Alternatively, you can try the scripting method using IADsTSUserEx, as described here:
