When you configure a new address book for Outlook, it is displayed by the name you gave it. It is not going to be under the contacts address book which is a special folder in your mail store. I think there is an expectation that you would be able to click on the contacts folder and it would be populated, but this is not the case. If that's what you want, then you either need to write custom code to redirect that folder (not likely) else import the contacts into that folder. The normal behavior however is to have it searchable from the address book dialog box.
