ZV, DHCP is not an really an extra service to manage compared to the benefits it gives. DHCP is one of those service that gives back to the admin much, much more than what it requires to manage. Also, if you set up DHCP then the "...I may just have to come in this weekend and touch all machines" part goes away.
I speak to with some experience because of a similar political situation to yours where I work. We have multiple WAN/LAN sites (400+) and some admins use a centralized DHCP service, some manage their own, and some stubbornly stick to static IP addresses. The ones to stick to static always end up having to cobble together scripts, batch files, or go to each of their machines to affect any changes. Manually configuring all of your PC's is fine for small environments of 10 or less, but it doesn't scale to a large environment - remember "Automation is your friend". (See "The Practice of System and Network Administration" by Thomas Limoncelli and Christine Hogan for more on this subject.) Ask yourself if you want to touch all your machines again, if next week you want to add in a new secondary DNS server or change your subnet mask?? With any type of DHCP, it is a simple matter of a single configuration change at the DHCP server instead of the individual clients.
