[ActiveDir] Password policies

Does anyone have experience with a password policy product named Password Policy Enforcer made by Anixis?  http://www.anixis.com/default.htm     If not, does anyone have a recommendation?  We want to enforce complex passwords, but we only want the users to have to meet two of the four complexity requirements.    Joe
