An available license is issued for 90 days. If the license server can determine that you are "re-connecting" from the same machine, the same license will be used. If not, a new license will be assigned (even if the computer name is the same). I'm not sure what method it uses to determine that, but it can be quite annoying at times if you don't have a lot of licenses free. :-) My guess is that if you give someone a new pc, it will issue a new license.
