Have you tried performance monitor and alerts?  

You can create a script that runs when your threshold is met to email you,
etc.

You might want a CLI tool to actually send the email.

Is there a way to set the event viewer or anything else to email me if
a certain partition on the server reaches 90% of its space for
example.
i.e. if I have a backup harddisk that is 10 GBytes, I want to recevie
an email when the HD is 9 GBytes so that I can empty some files.
