Steve- Its found in the same place on a domain-based GPO as on the local one, specifically under Computer Configuration\Windows Settings\Security Settings\Local Options\Security Options. If you look at the local GPO on that setting, it should tell you wish GPO is delivering the setting. You can also try using GPResult from the Win2K Reskit.
