I figured it out, I had to make the Enterprise Admins an Administrator
of the Server.

I have a Windows 2000 Native Forest with a child domain of Windows 2003.
I am trying to authorize a DHCP server in the child domain but cannot
connect to the DHCP Server.  I get a Access Denied Message and I am
logging in as a Enterprise Admin.  What needs to be done to get this to
