Did you verify that the DCs are registering site specific records in DNS? Make sure that the records are consistent on all DNS servers. You should also makes sure that the sites and subnets are configured correctly and that servers are showing up in the correct sites. Take a trace if everything else looks good. That way you can determine what the DNS server is sending client when the client looks for a DC.
