For a startup script use something like this
rundll32.exe advpack.dll,LaunchINFSectionEx c:\linksys.inf,,,36
or
rundll32.exe advpack.dll,LaunchINFSectionEx
linksys.inf,,c:\CABFileProvidedByCompany.cab,36


Search MSDN for LaunchINFSectionEx
