Not sure if it will work for you, but you could start the DC in Directory Services Restore Mode. In that mode AD is NOT running and you have a server that behaves like a STAND-ALONE server (not as member server!) within its own security context. In that mode the server knows it's a DC but does not know to what domain it belongs to (see computer properties, it shows something like unknown). The server will also not accept domain accounts to run services or programs as the stand-alone context does not have a trust relationship with the domain it is from.
