Ok  here is confusion then

It appears that one of the policies that are being denied and reason is
Blocked SOM is my default domain policy.  The security Filter says
authenticated users.  Under Delegation Authenticated Users has read
permissions.  I don't understand why this policy is not applying to
either the computer or the user.

SOM means Scope of Management. If you link a GPO to certain a OU with
the
default security filtering than the SOM are all the objects in that OU
that
the GPO applies to. If you apply security group filtering on a GPO that
is
link to a OU than the SOM are the objects in that OU that also are a
member
of that security group that has read and apply on the GPO

Un the GPMC when you run the results wizard and in the summary that you
get back you have a list of denied policies and under the reason is
lists Blocked SOM.  What exactly does that mean.  Tried lookin in
technet but just confused myself more.
