Try the computer account in the OU.  Startup scripts apply to computers  :-)

I can’t seem to get a startup script to create a local account on all domain computers.  I’ve created an OU, dragged the user account into that OU applied a GPO for that OU to have a startup script which contain the following:

 

echo Adding local Consulting account

net user consulting temp1234 /add
