I have used it but would question whether it "evaluates DC perf". I view it as a troubleshooter, used if/when a DC shows signs of overload etc.  <Semantics, maybe :) >
 
I would have preferred a tool which could show hypothetical bottlenecks as well illustrate actual issues, when planning on designing a large AD rollout or justifying an upgrade to the existing DC real estate.
 
e.g. assuming the environment grows 10% year on year, can the DCs cope with the future load in 3 or 5 years time? Using baseline data from a monitoring tool, one could then simulate that future load and watch for bottlenecks in RAM, CPU, disk or network etc.
