To give two examples...I started a continuous ping within one of them
and a "w32tm -stripchart" in the other.

Since I didn't specify a finite count in either, they ran forever, and
CTRL-C or CTRL-BREAK had no effect.

RUNAS...(XP SP2)
 
...do you notice that interrupt handling does not work as expected
(CTRL-C/BREAK)?
