I use snare (http://www.intersectalliance.com/projects/SnareWindows/index.html) to send event log events to a syslog server. I then use nagios (http://www.nagios.org), with the help of some custom perl scripts, to parse the syslog/event log information and act accordingly (send email alerts, sms pagers, etc)
This may not be what you're looking for, but it's working quite well in our environment. Short answer is you're really describing a function of a monitoring system, so I would look arouind for monitoring system solutions that match your needs. My personal preference is (obviously) nagios, but there are lots of other options that vary wildlly in both functionality and cost. Best bet is to determine what kind of monitor/alert system you want and then go looking for the software that best meets your requirements.
