To introduce the W2K3 DC you'll need to run: ADPREP /forestprep on the schemamaster ADPREP /domainprep on the infrastructure master of each domain.
Before running ADPREP /domainprep make sure the changes made by ADPREP /forestprep have replicated to each DC in the forest! Replication of schema changes will take precendence over all other changes that need to be replicated between DCs as the DCs see there has been a schema change (higher version) (1) To be able to introduce application partitions you'll also need to transfer the Domain Naming Master FSMO from the W2K DC to the new W2K3 DC. (2) Transfering the PDC Emulator FSMO from the W2K DCs in each domain to a W2K3 DC in each domain will introduce new security principals.
