If you have a single domain forest this should work fine for you (outlook that is). If you have a forest where the DL could be in multiple domains you will almost certainly encounter an issue managing DLs from outlook.

Sorry, I knew the answer to this question.  Users could use Outlook to manage DLs.  I got a request to have the user run a script to update DLs and I think this should be done by system admins only.
