Does loopback work for both user configuration GPOs as well as computer 
configuration GPOs?  If I want to block our screensaver timeout, which is in 
the default domain policy from applying to a group of computers, if I put those 
computers into an OU by themselves and enable loopback on that OU, would that 
prevent the screensaver?

Unless you have loop back processing enabled, then the user setting
will get applied to users that login to those workstations.
