Here is a reference for setting up NTP for a forest.

I use these KB articles from time to time for.

The root PDC emulator is the only thing that should have to be configured.
All other DC's in the chain should magically get it. Of course this is
assuming a single forest.  I'm sure this isn't apply to all cases but for
mine this is how I setup NTP for AD.
