When adding PF replicas, you can get into a situation where initially only new content replicates, but every 24 hours or so the stores should swap status messages comparing CNsets and, discovering that old content is missing, kick off the backfill process. There are registry keys that can be manipulated to force the process, but I think you'd be better off determining what is causing replication to not work 1st before trying to jump-start the process. Some of the keys are documented in http://support.microsoft.com/?kbid=321082 and http://support.microsoft.com/?kbid=813629. There are several other keys, but have a look at your situation 1st. If you feel unclear, it may be a good idea to open a call with PSS as well.
 
PF replication happens in 2 parts- the hierarchy replication and the actual content replication. Check the hierarchy 1st on both the Ex55 and E2K3 servers to ensure that they both see the updated replica list containing the E2K3 server. Then, track the PF replication messages to make sure they're being delivered. In Message Tracking Center in ESM, enter the sender address as [EMAIL PROTECTED] to search for them. They'll have a subject of "folder content" or "heirarchy" (and some variants of the above- for example, "folder content backfill" or some such). Track these messages to ensure they're getting successfully delivered to the Ex55 store.
 
In Ex55's Message Tracking Center, go to "advanced Search", pick the "sent by Exchange option" and pick sent by the Information Store to find Ex55-generated PF messages. Track these, and make sure they're being successfully delivered to the E2K3 public store.
 
You should see the stores trade status messages every 24 hours or so; these are easier to see in the E2K3 message tracking, unless you turn up diagnostic logging in Ex55.
 
I've seen cases where Ex55-E2K3 replication wasn't working because the Ex55 store had an invalid SMTP address; it was generating the content replication messages, but they weren't getting to E2K3.
