It might be missing a dll file or the dll file is not registering at boot. If you look in the even view there might be an event stating that the GP did not load, if so it will have some suggestions on how to fix it. To create a fresh even stating that the GP did not load, type in the run "gpupdate" then click ok. I have also configured several user configuration items in this policy. This policy applies successfully to all W2K workstations, but only the User Configurations are applied on a WinXP workstation.
