Couple of things could be causing the issue. 1) If the shutdown is not forced and as a result is prompts to inform the system is being shutdown - this would fail unless the AT scheduled command is set to Interactive. Another issue is related to the API call the script shutdown command is making. If it uses ExitWindowsEx then this will fail on Windows 2003 scheduled tasks as the shutdown command needs to use the API InitiateSystemShutdownEx API.
