Tom - you do not have to have Win2k3 DCs to use the DS commands. However, I think there are a lot more reasons to run Win2k3 than just being able to use the DS commands.
I trust that wasn't your only decision criteria. I would hope that the Security improvements, the reliability, the performance enhancements - not to mention the Win2k3 Domain and Forest level improvements that make Win2k3 the operating system of choice. If you're not moving TO it for these improvements, don't bother. You'll be moving for the wrong reasons.
