Let me restate what I just read...

Can we assume that NOT all patches and hotfixes released prior to the SP are
included in the SP.

The "for the most part" kind of throws off what your intent I think may have
been.

However I think it makes it an accurate statement in that *not* all
patches/hotfixes are guaranteed to be in there. I expect they try hard to
get them all in but SPs are on their own test schedule and patch and hotfix
development does not stop while an SP goes into beta and gets released. I
would expect security patches would be the most likely item that could
boogie through the process of dev/test/release during the time between final
beta and release of an SP.

Basically, don't assume any particular fix is in the SP, try to verify from
the SP documentation. Barring that if you have the patch/hotfix binary info,
look at that binary dates/versions and work from there noting however that
there could be a regression issue so still test your assumption.
