For group policy to apply to an object, that object must have read and apply 
permissions to the group policy that you wish for it to inherit.

An example for your scenario would be to remove authenticated users from a gpo 
and replace it with a group called "wibble" give it read and apply and anyone 
in the wibble group will get the policy.

I hope this explains the concept.
