Scripts and joeware (www.joeware.net) would also come to mind. Especially for bulk user creation. Scripts would be my preferred for bulk user as it provides a lot of flexibility without the burden of ldif syntax (although, you can write a script to create the ldif files making it almost fool-proof ;) CSVDE would also work, but not my favorite as it can't modify.
