Perhaps others have ideas but this sounds like a two fold thing. Part of it you do thru group policies and the other part you are going to have to create a desktop build. For instance
We are developing and XP build where the user cannot create or store items on their desktop. TO accomplish this I created on our build a desktop folder under the root of C: and gave users read access to this folder.. Then redirected the desktop thru policy to this folder. This affectively locked down the desktop where only icons in the All user profile would show up on the desktop. Here is My questions, If i made under the Group Policy, One Policy for all the Domain , and i Hide the Complete Desktop from the Users, i will find that every thing from the users will be disabled, which is i do not want. I want to disable every thing , even the Start Menu, but i want to have only the Word, Excel, Outlook , And the Financial application Software , And My Computer only on there Desktop.
