I apologize for being away for so long. I think we figured out the problem. We were accidentally running the 32-bit version of NETDIAG instead of the 64-bit version (talk about egg on my face!). When we put the newest version of NETDIAG in place and the error went away.

If I were a betting man, I would say for some reason the context under which netdiag is running does not have perms to read the file. The code in question does an fopen() on it with parameters "rt".
