There are any number of additional "tweaks" that may be implemented depending on the environment.
This may involve revoking rights from specific groups or users. Setting startup parameters for services etc. Sometimes one of the pre-existing MS templates fits the bill. Other times you need a custom one. It really depends on the requirements of the firm you are at...
