Title: csv to ldf converter
Clients sync the time with the DC they're authenticating with (the one they build the secure channel with at boot time - usually the DC in their site, if there is one and you've got your subnets correctly configured). They do not depend on the PDC for syncing the time.
 
Could your "third party clients (outside the AD environment)" have been directly configured to sync it's time with the PDC? That would be different from windows clients.  What type of client are do you man anyways?

The PDC FSMO in the forest root domain sync time with an external time source if configured so (also see: http://blogs.dirteam.com/blogs/jorge/archive/2005/11/20/111.aspx)
Besides that the DCs in child domains might wanna sync with it and DCs in its domain want to sync with it
 
As I know of there is no difference in time sync in which ever mode/level

In an windows 2003 AD environment-

 

In terms of time sync, what’s the effect on client when the server having PDC emulator role is down?

 

One of my third party clients (outside the AD environment) is unable to sync the time with the AD ntp server when PDC emulator server was down.

 

What are the actual roles of a PDC emulator in syncing the time?

 

Is this functionally is different in mixed and native mode?
