Deji - think of FFL 2003 as "native mode" at the forest level. It introduces new functionality (such as Link-Value Replication) and basically turns off legacy methods for doing certain things - this requires that all DCs in the forest are running 2003. Introducing a new 2000 DC/GC to a FFL 2003 forest (e.g. via a new domain) would make this machine incompatible to the rest of the DCs in the forest, which is quite frankly why you're not allowed to do so.
