if you only have 2 datacenters and both represent a site, then you don't have to worry about these special settings too much => the clients will always preferr a DC in their site (DataCenter I), and if that's not available, they'll switch to DCs in your other site (DataCenter II), providing network connectivity exists.
If however you have multiple other sites (e.g. branchoffices), you will want to start worrying about those priorities - typcially you'll want to make _sure_ that the DCs in your DataCenter II are used, instead of some other remote DC across a slow WAN in some branch-office... Another useful option is to consider not registerting the generic domain records for any of those DCs that are in branch-offices => this way, you'll ensure that your DataCenter DCs will be used for failover (and for intial DC location). This will also ensure a quicker failover, since the list of DCs that's passed to the client when performing a generic domain DC query is also much shorter (all DCs in the list will be pinged by the client to check who responds first...).
