While there can certainly be exceptions, generally speaking, the right place for e-mail is the Exchange store. Having the delivery location as a personal store removes a large number of benefits - including access to those items via OWA. Prior to Exchange Server 2003 and Outlook 2003, a common reason for using a personal store was speed and easy remote access. With cached mode, that reason is gone.
