Title: Message
Add the account that is used to perform the migration to the Administrators (local) group in the other domain (found in the Builtin container).  This should give you the rights.

I am trying to use the password migration tool V3.0 to migrate users and passwords from one server 2000/2003 to a 2003 domain.
The whole process seems to go through correctly accept when I look at the log after the migration I get 1 error "access denied" and the user does not get migrated
I have been using the following article as a guide
 
The step I seem to have problems in the article is
 
Now that you've created a trust relationship between the two domains, you need to configure each domain so that the Domain Admins group from the other domain has administrative privileges
 
It doesn't seem possible to add the administrator from DOMAIN1 the the DOMAIN ADMINS group for DOMAIN2.   Because the DOMAIN ADMINS group is a global group and can only contain members from the same domain. So how else can the source domain administrator  add users to the target domain
 
Does any one have any insight into this, or maybe see another problem I might be having
