the GPOs are part of your systemstate + sysvol backup. Assuming you only have one DC, otherwise you'd still have everyting on it's replication partner DC.
when you restore the DC on another Win2003 installation, you don't have to make this a DC prior to running your restore - just run a normal restore operation using the systemstate/sysvol backup data you've previously created from your old DC (no need to first create a new "bogus" DC and then boot into Directory Services Restore Mode...). still assuming you only have a single DC, there is no need to authoritatively restore any data - after you've restored the DC from your backup, everything should be back - incl. your OUs and GPOs and their association between each other. /Guido P.S.: during all of this, I am also assuming, that you actually still have access to the backup of your old DC - and that this backup wasn't stored locally on the disks of the DC, which have now been formatted... If that's the case, then you have no other option but to re-create your forest, and every object within it such as users, groups, OUs, GPOs etc. and you'd have to re-add all computers to your domain (and fix users profiles) and re-acl all the data using windows security groups... That's a lot of fun.
