It's been a while since I last baby-sat a TS issue, but I believe that if the Site license service is not installed on a DC, then you will have to manually tell EACH TS in your environment how to locate the site license server. You do this through the registry. I don't have a TS server/environment handy to tell you exactly where the key is located. You can, however search the registry for "DomainLicenseServer" (I think) and this should be where you specify the name of the TS License server.
