I had this problem at one of my last contracts - the messenger service was 
disabled on all clients so net send did not work and they wanted a broadcast 
service in case email went down - I ended up with  Live Communication Server 
2005 which could then IM broadcast with AD Groups as the recipients - the 
example code is in the microsoft downloads area. Not that drastic as they 
wanted to deploy LCS anyway.

If you need to send a message to all users connected to serverA, then
this can be achieved via serverA.

It depends upon your requirements.

Can you be more specific and explain why this is needed / desired?
