Almost. Forestprep adds the attributes to the schema when you run adprep. It does not add them to the PAS though. The attributes are added to the PAS when the FFL is raised. This is because 2k3 introduced the capability to add attributes to the PAS without a full resync. So, by adding the attributes to the PAS once every DC in the forest is 2k3, you don't get the full resync.
