The person to ask on why they don't would probably be Alun Jones (think WSFTP). He is a former and now again I believe MVP who worked on the FTP IIS team for a while and I know has quite a bit of insight into what they are doing.

Honestly, personally it doesn't surprise me that MSFT doesn't have a secure FTP server because they seem to keep wanting to believe that the WEB and email are the only internet based apps out there and if they are doing any work on anything but those they are wasting their time.
 
I think the web is great and all but 90%+ of my relatives live in rural areas (which is actually most of the US whether MSFT realizes that or not) and are lucky if they can get a 56k dialup connection to the internet and most fancy web sites are worthless to them. They get many of their hot fixes and all of their service packs by me taking CDs when I visit them. Now me, I have 6Mbs down and 1Mbs up, I have no bandwith issues really, however I still don't like using web apps. Things like spreadsheets on the web just makes me laugh especially when we keep hearing about companies screwing up their security and getting hacked and disclosing information.

Agreed!  It's amazing to me that after all these years they haven't decided to have make some sort of SFTP native service.  Too bad really.

I just thought I'd poll everyone to see what is being used as a SFTP server.  Because of the politics of the arena here, the server will have to be on a member server and not on an DC itself - which I can't think would make much of a difference.

The users will be accessing their home dirs only.  I've found a couple of packages just by doing some google searches: 

FreeSTP doesn't look like it works unless it's actually on a DC.  Although I haven't confirmed that yet.

SSH Secure Shell (which is now SSH TecTIA) at first glance looks like you need their client to connect to the server.  I'd really like to stay with something that works with most free SFTP clients (Filezilla, WinSCP, Etc).

I've found a few more, but I thought (like I said) I would get a poll just to see what others used.
