The GPMC scripts include the ListSOMPolicyTree.wsf script which at least creates a useful text report of which GPOs are linked to which OUs (and sites). Combine this script with the BackupAllGPOs.wsf and the GetReportsForAllGPOs.wsf to be well prepared to restore GPOs (and then link them back to where they were linked prior to deletion).
