Websense is software you put on one or more servers to do the filtering of http requests. You can either do it parallel to your firewalls (Pixen and others support passing http requests to a Websense farm in realtime), or I believe you can put them inline as a proxy.
If you're doing a large deployment of it there is significant planning involved, FYI.
