So, (thinking out loud here)....
 
Assuming Windows machines using the 2006 DST definitions...
 
OS:
March:  The time will be altered but the workstation will be operating an
hour off -- until DST kicks in.
November:  DST will arrive two weeks early -- meaning that the workstation
will again be an hour off for awhile.
 
Does anyone know of an article which explores the ramifications Windows 2000
servers having the the right time (assuming a manual change) but an
inaccurate reference to the UTC differential?
 
Outlook:
Calendar: Is on it's own because it keeps separate track of timezones.  Wait
to see what Microsoft offers as patches in January.
E-mail, Journal, etc: Problems but the exact definitions will depend upon
Exchange Server or other e-mail server interaction.
 
Other apps which rely upon the PC date/time:
Are..  to be polite about it... stuck in a very bad place until the the
workstation's interpretation of DST intersects with the rest of North
America.
 
BTW: The first link below is supposed to offer workarounds to unpatchable
OSes.  Haven't tried them yet, though.

Hi Richard-

 

The time sync process is just going to set the actual time (think UTC) not
the timezone. If the client thinks it is GMT-5 then it will set the time
accordingly. 

 

Given the rochester.rr address - U of R or RIT?

This question addresses the March'07 Dailylight Saving's time change in the
US and Canada (has Mexico joined in?).

 

I work for an institute of higher learning where the policies (human, not
domain) get a little...  unevenly suggested.  So please grant me some
leniency as to why this question is even asked :)

 

Does belonging to a domain with properly configured time synchronization
lessen the concern for applying the XP patches as they relate to the March
2007 time change?  Or the need to take special care with Windows 2000
workstations?

 

In other words, will AD sync the PC clock on Windows 2000 workstations to
the correct hour during next next March's "leap ahead"
