missing quotes in activemq.bat

The argument following "-jar" in activemq.bat is not quoted. If
%ACTIVEMQ_HOME% contains
spaces, startup will fail with an error like:
Unable to access jarfile C:\Program
I haven't tested, but the same bug may apply to the other batch files and the
unix shell scripts.
Attached is a trival patch to add the quotes to activemq.bat.
