You can use the BrokerFactory
http://incubator.apache.org/activemq/maven/activemq-core/apidocs/org/apa
che/activemq/broker/BrokerFactory.html#createBroker(java.net.URI)

e.g.

BrokerService answer = factory.createBroker("broker.xml");

Where the broker.xml file is on your classpath.
