Peter, you've got a sticky situation. On one hand, the HR recruiter could 
be overwhelmed and is selecting the first come first serve method just to 
keep up your company needs. On the other hand, the HR recruiter probably 
can not match candidates to requirements. Both do not serve the best 
interest of your company. A few quick fixes,
1. Hiring managers needs to agree, rather than first come first serve, 
everyone gets 24 hours to respond. The candidate interviews with everyone 
who responded. The only way this would succeed is if hiring managers agree 
on pay/terms as well. I'm not in favor of this method.
2. Select a number of people in your team to be part of an interviewing 
team. Create an email account for the team. Have the HR recruiter send to 
this email account and anyone who gets the email from team can respond 
copying the rest. If your team consists of 3 to 5, well you have 3 to 5 
pairs of eyes watching out. I like this one better.

A more long term fix, I would recommend amending the hiring process of your 
company to ensure that candidates are match correctly to requirements and that
