I've also had this problem, but generally find if I download
the zipped PPM file manually, unpack it and follow the install
instructions in the README it works.
Currently the zipped PPM files are at:
http://www.ActiveState.com/PPMPackages/zips/5xx-builds-only/
They do seem to move around a bit.
