You should install this module, and if it still doesn't work, then you got a
problem with your perl-installation:-)
I ran it on cygwin with perl 5.7, i don't know, if it runs on windows with
active perl, but on the other hand, if not, you see what a crippled system
windows is and that ActivePerl is crippled therefore too.
