Thanks all,

Currently I use vim. I like it but a bit of colour here and there is good
for my style. Speaking of vim is there a way to configure it for perl? If
there is I'll stick with it.

You need to get the runtime files regardless of which version you get.
I recommend gvim for Win9X (GUI version).  You can also get the 32-bit
version for running in console window.
