this is because of one of several possible problems.  First, your web server 
might not be set up to 'notice' that .pl files are executable, such as if it 
is set up to execute scripts that are in the cgi-bin directory, but not 
elsewhere.

It also could be caused by the file itself not being set as executable so 
the webserver doesn't know to run it instead of serving it.

It also could be caused if you don't send the correct content header back to 
the browser at the top of the output.
